မၾကာခဏ တိမ္းေမွာက္မႈမ်ား ျဖစ္ပြားလ်က္ရွိသည့္ ရန္ကုန္-ေနျပည္ေတာ္ အျမန္လမ္းပိုင္းကို ႏုိင္ငံတကာ အကူအညီမ်ားျဖင့္ ရွစ္လမ္းသြား အျမန္လမ္းမႀကီးအျဖစ္ ပည္သူ႔ေဆာက္လုပ္ ေရးလုပ္ငန္းမွ ဦးေဆာင္ညႊန္ၾကားေရးမွဴး ဦးေက်ာ္လင္းက ေျပာသည္။ လက္ရွိတြင္ အဆုိပါ အျမန္လမ္း တစ္ေလွ်ာက္ ယာဥ္အစီး ၁၀၀၀ လွ်င္ ယာဥ္တစ္စီးႏႈန္းျဖင့္ မေတာ္တဆမႈမ်ား ျဖစ္ေနျခင္းေၾကာင့္ ယခင္အျမန္လမ္း တည္ေဆာက္ခဲ့သည့္ မာစတာပလန္အတိုင္း အဆင့္ျမႇင့္တင္မႈမ်ား ေဆာင္ရြက္ရန္ စီစဥ္ျခင္းျဖစ္ေၾကာင္း ဇြန္ ၂၂ ရက္က ျမန္မာႏုိင္ငံ အင္ဂ်င္နီယာ အသင္းခန္းမတြင္ ျပဳလုပ္သည့္ ရန္ကုန္-မႏၲေလး အျမန္လမ္းမႀကီး တည္ေဆာက္ေရး လုပ္ငန္းစဥ္ႏွင့္ ယာဥ္အႏၲယာဥ္ ကင္းရွင္းေရး ေဟာေျပာပြဲတြင္ ယင္းကဲ့သို႔ ေျပာျခင္းျဖစ္သည္။ ရန္ကုန္-မႏၲေလး အျမန္လမ္းမႀကီး တည္ေဆာက္ေရး Master Plan အရ လက္ရွိ ေဖာက္လုပ္ထားသည့္ ေလးလမ္းသြား အျမန္လမ္းကို ရွစ္လမ္းသြားအျဖစ္ အဆင့္ျမႇင့္တင္ ေဖာက္လုပ္ရမည္ ျဖစ္ၿပီး ရွစ္လမ္းသြား၏ ေဘးတြင္ လမ္းပုခံုး၊ ၿခံစည္း႐ုိးမ်ား ပါဝင္မည္ျဖစ္သည္။ ယင္းၿခံစည္း႐ိုး၏ ေဘးတြင္ ေက်းလက္သြား အမာခံလမ္းမ်ား ပါဝင္မည္ျဖစ္ကာ ေက်းလက္သြား အမာခံလမ္း၏ ေဘးတြင္ ၿခံစည္း႐ုိး ထပ္မံပါဝင္မည္ဟု သိရသည္။ လမ္းမ၏ မိုင္ ၅၀ အကြာအေဝးတိုင္းတြင္ ယာဥ္ရပ္နားစခန္းမ်ားႏွင့္ မိုင္ ၄၀ အကြာတြင္ အမ်ားသံုးသန္႔စင္ခန္း၊ ေလထုိး၊ ကၽြတ္ဖာဆိုင္မ်ား ထည့္သြင္းကာ လမ္းပိုင္းဝန္ေဆာင္မႈမ်ား ထည့္သြင္းတည္ေဆာက္မည္ ျဖစ္ေၾကာင္း သိရသည္။ ဦးေက်ာ္လင္းက “လက္ရွိ ပလန္အရဆုိရင္ အရင္ေနရာခ်ထားၿပီး လုပ္ငန္းရွင္ေတြက မလုပ္ႏုိင္ရန္ အခုလုပ္ငန္းရွင္အသစ္ေတြကို ေပးၿပီးေတာ့ လုပ္ဖို႔ စီစဥ္ေနပါတယ္” ဟု ေျပာသည္။ လက္ရွိတြင္ အဆုိပါ အျမန္လမ္းပိုင္း (Expressway) အတြက္ လမ္းတည္ေဆာက္ေရးဆုိင္ရာ အေထာက္အကူျပဳ သင္တန္းမ်ားအတြက္ USAID မွ အေမရိကန္ေဒၚလာ တစ္သန္းခြဲတန္ နည္းပညာဆုိင္ရာ သင္တန္းမ်ားကို ရန္ကုန္တြင္ ဖြင့္လွစ္ေပးမည္ျဖစ္ၿပီး ဂ်ပန္ႏုိင္ငံ JICA မွလည္း လမ္းပိုင္းဆုိင္ရာ စစ္ေဆးေရးလုပ္ငန္းမ်ားအတြက္ ကန္ေဒၚလာ ႏွစ္သန္းတန္ Survey Vehicle ယာဥ္တစ္စီး ေထာက္ပံ့ရန္ရွိေၾကာင္း သိရသည္။

OR TWO IN A YEAR DURING WINTER SEASON DUE TO MULTIPLE VEHICLES COLLISION IN POOR VISIBILITY AND AND SLIPPY ROAD CONDITION IN A COUNTRY.
4-THIS KIND OF ACCIDENT HAPPEN DUE TO SOME
REASONS BUT THE MAIN REASON IS THE HIGHWAY
IS NOT PROPERLY MADE.AND THE ABOVE ARTICLE
INDICATED LOOK LIKE THE HIGHWAY IS NOT
PROPERLY MADE.
5-WE HAVE SIMILAR PROBLEM IN YANGON MANY
YEARS AGO.THE JUNCTION WAS SO *INFAMOUS* AS
*KOE LAUNG KYWE* BECAUSE OF ONE MAJOR
ACCIDENT IN THAT JUNCTION KILLED NINE PERSONS.
6-THE PROBLEM OF THAT JUNCTION WAS NOT
PROPERLY DESIGNED AND MADE ACCORDING TO THE ROAD SAFETY.
7-MANY MOTORISTS ARE SCARE TO DRIVE THAT
JUNCTION BUT JUNCTION IS A SHORT DISTANCE
AND NEARLY ALL DRIVERS ARE TAKING PRECAUTION
WHEN EVER DRIVING THAT JUNCTION.
THE JUNCTION WAS MADE HIGHER ON THE INNER CIRCLE BUT LOWER ON THE OUTER CIRCLE.
8-ALL CARS CAPSIZE DUE TO OUT OF CONTROL
AND CANNOT MAINTAIN IN A STABLE CONDITION.
THAT IS OUT OF BALANCE DUE TO THE CENTER
OF GRAVITY (CG) IS SHIFT POSITION BECAUSE OF THE ROAD CONDITION AND THE SPEED OF THE CARS WHILE OPERATING IN THAT PARTICULAR AREAS.
9-AT FIRST PLEASE VERIFY THOSE AREAS BY USING MODERN ELECTRONIC EQUIPMENT AND NEED TO CONFIRM THE ROAD CONDITION ARE GOOD OR NOT GOOD FOR HIGHWAY PURPOSE.
10-NEED TO PUT WARNING SIGNS SUCH AS NEED TO REDUCE SPEED WHILE DRIVING THOSE AREAS
AS NECESSARY IF THOSE CERTAIN AREA IS NOT UNSAFE AND TO STOP THE MAJOR PROBLEM FOR
THE TIME BEING UNTIL IMPROVE THE SAFETY
CONDITION OF WHOLE HIGHWAYS.
11-HIGHWAYS IN EUROPE ARE MADE THICKER SO
THAT THEY ARE BETTER THAN OTHER COUNTRIES.
12-TO GET A GOOD HIGHWAYS NEED TO SPEND
MORE MONEY,AND USE GOOD MATERIALS,GOOD
EQUIPMENT,GOOD ENGINEERS,GOOD TECHNICIANS,
GOOD LOBORS,GOOD QUALITY CONTROL,GOOD
ROAD DESIGN AND VERY TRUSTWORTHY AND RELIABLE
CONTRACTORS.MAKE SURE MAKE ACCORDING TO THE
APPROVED DESIGN/PLANS.
13-OUR CONSTRUCTION INDUSTRY NEED TO UPGRADE
AND MAINTAIN OUR MYANMAR STANDARD
(MYANMAR NEEDS TO INTRODUCE (MIS=MYANMAR
INDUSTRIAL STANDARD).
14-WE DO NOT SAY SOME BODY IS .....OR.....
BUT WE KNOW EVERYBODY KNOW OUR BUILDING
STANDARD IS GOING DOWN BECAUSE DO NOT FOLLOW
THE DESIGNER/ARCHITECT/APPROVED PLANS.
USE POOR QUALITY CEMENTS,POOR QUALITY MILD
STEEL RODS,POOR QUALITY MATERIALS AND NOT PUT MATERIALS AS PER PLANS AND MAKE SUBSTANDARD.
THAT IS THE MAIN REASONS SO MANY
ROAD ARE DAMAGE VERY QUICKLY,SO MANY
BUILDINGS ARE LESS SAFETY STANDARD.
SO MANY CONTRACTORS ARE WORKING WITHOUT QUALIFICATION ALTHOUGH THEY ALL HAVE LICENSE
AND THEY ALL NOT FOLLOW THE CONTRACTUAL AGREEMENTS BECAUSE THEY DO NOT CARE BECAUSE
MAY BE WE DO NOT HAVE PROTECTION LAWS/ LEGAL SYSTEM.THEY ALL USE THE MONEY WEAPON.
THEREFORE WE NEED GOOD CONTRACT LAWS,REAL ESTATE LAWS AND MAY BE OVERHAUL OUR CIVIL
LAWS.
15-WE HEARD A STORY ONE OF THE BUILDING COMPLEXES COLLAPSED IN OUR NEIGHBORING
COUNTRY AND LOST OVER 1200 LIVES.
16-MAY BE WE HAVE SIMILAR THREATS.
17-MAY BE WE MIGHT NEED HIGHWAY PATROL FOR
OUR HIGH WAYS.
18-WE NEED TO CHANGE AND UNDERSTAND THE
CIVIC DUTY SUCH AS *EVERYBODY MUST UNDER THE
LAWS AND ORDERS*
